Good Governance at Grassroots: PIC North-West Brings PPBS to Regional and Local Authorities

The two-day capacity building seminar on Control of the Main Outputs of the Planning Programming Budgeting System (PPBS) Chain, engaged the Regional Executive Council, Mayors and Secretaries General of all 35 councils of the North-West Region from November 01 and 02, 2024.

Facilitators selected by the Office of the Public Independent Conciliator North-West Region did presentations on topics related to the subject matter.

Mr. Shey Henry Nganji demonstrated good mastery of what he presented and a fact to note in that, he served as Provincial Chief of Social Councils in the past. In the Capacity building seminar for Regional and Local authorities, he presented on the General Information on the Program Budget, Innovations to the Budgetary Landscape of Regional and Local Authorities’ principles and Explanations of Budgetary Nomenclature.

For his part, Mr. Ngaajieh Ransome Nwane, a Public Finance Expert with the Department of Budget Preparation in the Ministry of Finance, dwelt on; Presentation of the Program Budget in a Public Entity and General Framework for the execution of Budgetary Operations. At the end, both facilitators answered questions from participants.

The Public Independent Conciliator, Mr. TAMFU Simon FAI asked questions and contributed in providing answers to other questions raised. He followed up closely the discussions and instructed the Research Officers to record recommendations highlighted in the course of the workshop.

Regional and Local Authorities expressed gratitude to the Public Independent Conciliator for the workshop that rendered them more conscious than before of the necessity to update their knowledge, attitudes and competences on activities related to their duties. They confirmed the relevance of the workshop to the adaptation of their knowledge to the changing times.

With a desire to promote good governance, respecting human rights in the discharge of their duties in order to better serve the Population of the North-West Region, participants pleaded to the Public Independent Conciliator for more learning opportunities.
