North-West Public Independent Conciliator presents Foundational Documents

The Public Independent Conciliator of the North-West Region, Mr. TAMFU Simon FAI has presented to the Press, Foundational Documents published by the institution during a press event on Tuesday, 14 October 2025.

Given the avalanche of complaints from the public, the Public Independent Conciliator (PIC) and his team of pioneer collaborators identified sensitization as a major activity of the office, to prevent disputes.
The Public Independent Conciliator believes that local authorities have different manners in rendering service to the population and it is in line with this objective that the PIC saw an urgent need to harmonize ethical practices in the councils, while waiting for the expected ethical code for the Regional and Local Authorities.

The main objective of presenting these foundational documents to the Press is to ease understanding of the work of the Office of the PIC, make public the procedures, processes, and practices in amicably resolving disputes according to the law and making these documents available to stakeholders in the North-West Region.
To meet the purpose of this briefing, some three experts of the Office of the Public Independent Conciliator made presentations as follows:
Dr. Alfred Wuku, Research Officer no. 4 presented on the Complainant’s Guide.
Madam Nina Ambuban Agingi, Research Officer no. 5, presented on the Complaint Treatment Guide.
Mr. Ngodji Rais, Executive Officer no. 1, presented on the Harmonized Ethical Guide for Regional and Local Authorities in the North-West Region.
Pressmen and Press women asked questions related to the work done by the Office of the Public Independent Conciliator, one of which had to do with Whistle blowing and the Complaint Management Procedure.
The PIC responded by saying that whistle blowing is allowed or listened to and the information given is fact checked by experts of the office.
He also made an observation about the number of complaints that have greatly reduced as years go by as proof that the population is increasingly aware of the role and mission of the Office of the Public Independent Conciliator.
Each media organ was provided with a set of three reference documents to educate the public and to reiterate through their different media outlets the procedures, processes and treatment of complaints by the Office of the Public Independent Conciliator.

The Public Independent Conciliator appreciated the Press in his opening statement for being a reliable partner in the pursuit of realizing the goals of the Office’s mission to build trust, which will go a long way to guarantee good governance in the interest of peace and development in the North-West Region.
“We have relied on the media of mass communication to reach the most remote parts of the region where most of the people live. We express gratitude to the press for the marvelous work accomplished in four years of operating as our reliable partners,” he said.
It is expected that after the Press Briefing, media practitioners will understand the operations of the Office of the PIC, have access to and own copies of the publications, ask questions for clarifications ans become properly equipped to efficiently sensitize the population.
