North-West Public Independent Conciliator, Safety Net sign MoU to better serve marginal communities

A Memorandum of Understanding has been signed between the Office of the Public Independent Conciliator (PIC) of the North West Region and the North-West Chapter of the Adaptive Safety Net Project (Safety Net).
The MoU was signed in Bamenda on Wednesday, 18 June 2025 in the auditorium of the Office of the Public Independent Conciliator of the North-West Region.
Mr. TAMFU Simon FAI, Public Independent Conciliator of the North-West Region signed on behalf of his institution while Michelin Njoh, National Coordinator of Safety Net.

The MoU establishes the terms and conditions under which both institutions will partner and work in synergy for the benefit of underserved communities.

The Public Independent Conciliator of the North West Region, Tamfu Simon Fai said that this collaboration between the two institutions will ease the monitoring of council activities.

The Office of the Public Independent Conciliator is a Government Establishment created by Law No.2019/024 of 24 December 2019 instituting the General Code for Regional and Local Authorities.

It is independent, financially autonomous, and discharges its duties as per Decree No.2020/773 of 24 December 2020 which lays down the conditions of functioning.

The main mission is to ensure good governance in Regional and Local Authorities of the North West Region.

The Adaptive Safety Net Project is a Cameroon project under the Ministry of Economy, Planning and Regional Development, having as sponsors the World Bank, the French Development Agency, UNICEF, etc.

This project started in the North West Region in 2012, with a pilot phase specifically in the Ndop Municipality (Ngoketunjia Division).

Adaptive Safety Net Project has as its main objective the alleviation of poverty amongst very vulnerable households in the Country, specifically in the remote areas. Both will work in synergy to pool resources and efforts to advance their complementary missions. This will include carrying out joint action in the protection of vulnerable persons including the promotion of rights and freedoms, information, education, and sensitization of the population, capacity building of staff of both institutions and stakeholders, as well as carrying out other actions that both parties may agree upon.

The Public Independent Conciliator and the National Coordinator of the Safety Net Project believe that the MoU will complement their work on the field, helping them reach vulnerable homes in far-off villages or remote areas, most especially ensuring that the issuance of civil status documents in these rural areas are free.
