PIC NW Launches Campaign to Improve Non-Tax Income Generation and Financial Probity in Regional and Local Authorities

On Friday, September 25, 2026, the Public Independent Conciliator for the North-West Region, Mr. Tamfu Simon Fai, officially launched the three-month campaign in the presence of members of the press at the Auditorium of the Office, under the theme: “New Sources, New Strength: Growing Council Revenue Beyond Taxes.”

Prior to the official launch of the Campaign to Strengthen Income Generation and Financial Probity in Regional and Local Authorities, Dr. Atia Tilarious, Researcher at the Office of the Public Independent Conciliator for the North-West Region, appeared on the radio programme “My Council, My Rights” to share with listeners the problem the Office seeks to address through the campaign, its purpose and objectives, and how the media will accompany the Office in ensuring that the campaign messages are understood by the local population.

The PIC highlighted salient issues that informed the campaign, including educating the local population on what they need to know about revenue generation by councils, how they can hold management accountable for resources raised by Regional and Local Councils, and how these resources are managed to deliver better services to the local population.
The campaign does not only focus on how councils are expanding their revenue bases and how transparent they are in the collection and management of revenue; it also educates citizens on their responsibilities, including what they are required to pay to councils and the importance of transparency in the use of these resources.

The purpose of the campaign is to strengthen revenue mobilization from non-tax sources while enhancing probity, transparency and accountability in the financial management of regional and local authorities in the North-West Region.
The PIC listed different sources of non-tax revenue-generating opportunities that exist in communities and challenged councils to ensure that these resources are responsibly harnessed and managed.
Citizens have the right to request a receipt for every franc paid to councils, as the campaign also seeks to promote shared responsibility. Support local revenue and see local development.
The media has been urged to accompany the Office of the Public Independent Conciliator throughout the campaign, which has been described as a “Campaign of Partnership, Not Confrontation.” The campaign calls on Regional and Local Councils to be receptive to its message and understand its objectives.

Different issues were raised during the live launch of the campaign, including the absence of duty bearers concerned with the campaign, the strategies put in place to ensure its effectiveness over the next three months and reach all seven divisions of the North-West Region, and the plans to educate all actors targeted by the campaign.
The PIC reiterated that the campaign will run for three months and is therefore a process in which every concerned actor or group of persons will be involved. He explained that radio programmes will be produced to suit different audiences and that National Language Broadcasters will be involved. Pidgin English will also be used to explain the campaign messages.
Moreover, in collaboration with its partners, the Office will rely on the presence of Community-Based Actors across all seven divisions of the North-West Region, who will play a
